Use of funds guidelines as at 27th August 2018

 

OVERVIEW

Under the  Healthy Living Program, Banjima People and Daisy Descendants are eligible for up to $5500 (incl. GST) worth of financial assistance to fully or partially cover the costs of, one or more of the approved items and services in each of the below mentioned categories.  This is not emergency funding assistance.

 

PROJECT GUIDELINES

No cash payments will be paid directly to applicants for items or services requested, but rather payments will be made directly to the provider of the goods or service e.g. for payment of a utility bill, applicants must provide a copy of the bill to the project service provider (Yaran) who will then pay the service provider; for payment of a bicycle, applicants must provide a copy of the invoice to Yaran who will then pay the bicycle store.

There are no limits on how much of the allocated $5500 can be spent within each category       e.g. $5500 can go towards household assistance or $2000 can go towards Health & Wellbeing, with the remainder of $3500 going towards Education & Training.

1.     HOUSEHOLD & LIVING ASSISTANCE

Covers various expenses related to general household keeping & maintenance, including:

Utility Bills Water, electricity, gas, phone, pre-paid phone credit, internet, telephone, council rates & bottled water.
Cleaning & Removalist Services End of lease cleaning & removals.
Appliances Fridges, freezers, air-conditioners, toasters, blenders, kettles, portable ovens, televisions, computers, GPS’s & telephones.
Tools & Maintenance Equipment Lawn mowers, whipper snippers, gardening tools, hand tools, trailers, skip bins, etc.
Household Maintenance Servicing, installation, repairs, plumbing, electrical faults, rubbish removal, etc.
Renewable Energy Systems Purchase & installation of solar panels & solar hot water systems.
Mobile Housing Caravans, camper trailers, tents, swags & camping gear.
Vehicles & related expenses Cars, motorbikes, servicing, vehicle registration.
Animals Veterinary bills including pet sterilisation, pet food, pet supplies i.e. kennels, leads, flea treatments, bedding, etc.
Insurance Home & contents, vehicle, life, health, pet.
Items & services that are NOT covered under this category include: Cash payments to individuals for any service or item.

 

2.     PERSONAL ASSISTANCE

Covers various expenses related to personal & living costs, including:
TYPE OF ASSISTANCE GUIDELINES
Fuel Covers all fuel types.
Groceries Food, household cleaning products, sanitary products, nappies, infant formula, etc.
Mortgage/Rent Payments to cover mortgage repayments, rent.

NOTE: $5500 can be distributed over a period of time e.g. to cover monthly payments, or a one-off payment up to $5500.

Day-care & after school care Does not cover cash payments to unregistered individuals for private care.
Clothing Everyday clothing, special occasion clothing i.e. graduations, weddings, birthdays & purpose specific clothing i.e. hiking gear, gym clothes, etc.
Funeral costs Covers costs to undertake a funeral such as funeral home services, casket, cremation, etc.
Temporary accommodation Temporary housing options during unforeseen circumstances.
Miscellaneous Items Passports, Target & KMart egift cards etc.
Items & services that are NOT covered under this category include: Alcohol & tobacco products, weapons, celebratory events such as weddings & birthdays, entertainment expenses, gambling services, sex industry services, legal costs, fines, penalties & criminal charge related costs.  Cash payments (including for rent and boarding and credit cards)

 

3.     ELDERLY & DISABLED

Covers various expenses related to ongoing or one-off costs in aid of the elderly & disabled, including:
TYPE OF ASSISTANCE GUIDELINES
Mobility products Mobility scooters, walkers, frames & wheel-chairs.
Health & Community Care Services (HACC) Meals on wheels, assisted living & palliative care.
Medical equipment Heart rate monitors, blood pressure monitors, housing & vehicle modifications.
Items & services that are NOT covered under this category include: Cash payments to unregistered individuals for private care.

4.     EDUCATION, TRAINING & EMPLOYMENT

Covers various expenses related to the costs involved in undertaking education & training, including:
TYPE OF ASSISTANCE GUIDELINES
Tuition fee’s & study excursions Covers enrolment fee’s & tuition fee’s for TAFE, short courses, primary & secondary schooling & universities, school excursions.
Back to school Back packs, lunch boxes, school shoes, physical education equipment, stationary, etc.
Study aids School & university books, computers, tablets, stationary, printers, scanners, hard drives & computer software.
Clothing School uniforms, suitable interview attire, work shoes.
Items & services that are NOT covered under this category include: Cash payments to individuals for any service or item.

 

5.     HEALTH & WELLBEING

Covers various expenses related to the costs of maintain general health & wellbeing, including:
TYPE OF ASSISTANCE GUIDELINES
Medical equipment Heart rate monitors, blood pressure monitors, diabetes products, etc.
Medical fee’s General practitioners, specialist fee’s i.e. dermatologists, physiotherapists, chiropractors, naturopaths, etc.
Medicine Pharmaceuticals, nutritional supplements, multi-vitamins, herbal tonics.
Dental fee’s Orthodontists, dental procedures & treatments, teeth cleaning.
Travel Covers travel related costs for specialised treatment.
Private health insurance Costs for private health cover.
Fitness equipment Sporting goods, home gym equipment, bicycles.
Memberships Memberships to sporting clubs, gyms, community swimming pools.7
Items & services that are NOT covered under this category include: Sports vehicles, quad bikes, hover boards, dirt bikes, boats and jet skis.

 

6.     CULTURE, HERITAGE & LORE

Covers various expenses involved in the maintenance & celebration of cultural practices & traditions, including:
TYPE OF ASSISTANCE GUIDELINES
Travel & accommodation Travel costs associated with attending cultural heritage meetings, traditional ceremonies, functions, gatherings, NAIDOC events & workshops.
Hunting & fishing Camping & hunting equipment including firearms NOTE: Firearm applicants must hold a valid firearms license & have the firearm registered in compliance with WA’s Firearms Act 1973.
Language Costs associated with learning traditional language e.g. travel & accommodation to meet with elders on country, enrolment fee’s, stationary & books.
Community workshops Costs associated with running workshops for the community e.g. men’s groups, women’s circles, hunting trips, language camping trips, NAIDOC events, etc.
Items & services that are NOT covered under this category include: Weapons.

 

7.     FINANCIAL PLANNING & TAXATION

Covers various expenses related to financial planning & taxation matters, including:
TYPE OF ASSISTANCE GUIDELINES
Consulting fee’s Consultations with a financial planner to establish a personal budget, accounting fee’s to lodge tax returns & reconcile overdue tax returns.
Items & services that are NOT covered under this category include: Tax debts.

 

8.     BUSINESS GRANTS

Covers various expenses related to starting a small business, including:
TYPE OF ASSISTANCE GUIDELINES
Consulting fee’s Consultations with a business specialist firm or consultant to assist in the establishment of a business plan.
Start-up costs Business computers, computer software e.g. MYOB, Microsoft office, etc.
Education Short courses, online business courses & reference books.
Business networking Registration fee’s for conferences & networking events.
Items & services that are NOT covered under this category include: Employee wages for small business owners.
